“Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour.” 1 Peter 5:8
The witch trials in Salem were ultimately provoked by people who had a selfish, vested interest in accusing someone of being a witch. Who could prove what these people claim to have had happen to them by the witches? Their "experience" came from a celestial world that others may not necessarily see, hear, feel, or experience themselves, making determining guilt or innocence challenging. A judge finding the accused to be innocent is putting his own head on the next platter for being accused of witchery as well.
The accused in a court of law ultimately was put in a position where they had to ruin their reputation by admitting to being a witch or die by staying true to their morals. Admitting to witchcraft often caused the accused to be released as long as they repented their sins and came back to God, causing a sense of happiness by people because the person was "reconverted." Also, those who accused other people of being a witch with them were given a lesser penalty.
